Tokyo Summer Olympics Carnets & the Boomerang Benefit

Boomerang Carnets® and Boomerang Carnets® UK are honored to provide ATA Carnets and CPDs for the Summer Olympics in Tokyo, Japan.  After a year’s postponement, the 2020 Games will commence this summer on July 23 to August 8 followed by the Paralympic Games starting August 24.  No in-person spectators will be allowed to view the Games due to the coronavirus state of emergency.  More than in previous years, the world will rely completely on witnessing the events from their screens and devices of choice.  Some 11,500 athletes, however, will be present to compete and 79,000 overseas officials, journalists, and support staff will be there to capture and broadcast it all to a worldwide media connected audience. 

Boomerang is a sponsor to the U.S. Bobsled and Skeleton Team, and with 30+ years of being in the carnet business in the U.S. and a 7-year presence in the U.K. we have served a wide spectrum of customers attending the Olympics.  For the Tokyo Summer Games, our customers include major television networks NBC, CNN, ESPN, ABC News, BBC, and NEP UK, as well as many others.  Some networks additionally needed carnets for media vehicles and tractor/trailers carrying broadcast gear.  The U.S. Olympic Committee were issued carnets for film gear being used specifically for social media in the Olympic Village, High Performance Center, and the Main Press Center.  There were also a portable sports floor systems company who moved 6K square meters of specialized flooring for the event, as well as a member of the U.S. Olympic Equestrian Team.  ATA Carnets and CPDs make clearing customs more affordable, easier, and faster. 

The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise or goods.  It allows cross border movement of those goods import-duty and -tax free into 87+ carnet countries and territories for up to a year.  The ATA Carnet is known as the “Merchandise Passport” for boomerang freight®.  The ATA acronym, in French and English, stands for "Admission Temporaire|Temporary Admission".

The CPD, known formally as Carnet de Passages en Douane, is a customs document that differs from the ATA Carnet in that it is used for the temporary admission of road vehicles (private and commercial road motor vehicles) in countries where required.  The CPD is known as the “Vehicle Passport” which allows a vehicle to enter multiple countries for temporary importation without paying the import-duty and -taxes. 

For the network media vehicles, we issued CPDs required by Japanese Customs for licensed vehicles entering the country.  We also strongly recommended that CPDs as well as ATA Carnets be issued particularly for media trailer/vehicles traveling to the events. By using ATA Carnets and CPDs, our “Olympics” carnets, issued in the U.S. and U.K., saved customers a combined $3,966,576 in import-duty and -taxes. We also saved them brokerage fees and facilitated entry/exit clearance with two Customs Authorities, Japan and the United States.
