Israel Increases Scrutiny of Hand-Carried Diamonds

The Israeli national guaranteeing association for ATA Carnets has issued new requirements for hand-carried diamonds traveling under a carnet. In order to facilitate entry into Israel under these circumstances carnet users are advised to review the new Advisory and be prepared for the new rules.

The new procedure expects carnet users to select one of three authorized Secured Forwarders prior to arrival in Israel who will complete the customs clearance at the Diamond Exchange in Ramat-Gan. Prior to this clearance process, and upon meeting customs at the airport, ATA Carnet forms will be validated by Israeli customs.
