Dubai is an emirate in the United Arab Emirates (U.A.E.) located on the Persian Gulf Coast and key as an international hub between East and West.  The U.A.E. became the 69th country to join the ATA Carnet system in 2011.  Their strong buying power provides an excellent opportunity for American businesses to sell their products.  The U.S. is Dubai’s third largest trading partner with $15.5B added to the economy in 2019.  U.A.E. import/exports include mineral products, machinery and electrical equipment, precious metals and stones, transportation equipment, metals, and mineral products with crude oil and aluminum being the main exports. 

In addition to being a major world trading port by both sea and air, Dubai is a popular destination for tourism.  Its ultra-modern architecture includes the Burj Khalifa, the tallest skyscraper in the world.  Dubai is considered the shopping capital of the world with over 270 shopping centers, including the famous Dubai Mall.  Also appealing are desert excursions in Land Rovers, dune buggy rides in High Red Dunes, hot air ballooning over the desert, camel safaris, sand surfing, and fine dining.  Opportunities for U.S. goods and services range from construction to e-commerce, including the health sector, the film and auto industry, travel, and tourism, as well as the beauty, jewelry, and aerospace sectors.  Dubai is currently host to EXPO 2020, rescheduled due to the pandemic, and is now taking place October 2021 until end of March 2022, with 192 participating nations.  The U.S. and U.K. are among the participants. 

The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise, goods, or professional equipment and allows cross border movement of goods import-duty and -tax free into any of the 87+ carnet countries and territories for up to a year.  The U.A.E. typically restricts temporary import under a Carnet to six months, however, extending the duration beyond six months is possible.  The ATA Carnets’ benefits include significant savings on import-duty and -tax with built-in ease clearing Customs.  Acceptable goods on a carnet into the U.A.E. includes goods traveling for trade shows, meetings, displays, sport, and cultural events, and many more.
