Brazil Now Accepting Carnets

 

The World Chambers Federation of the International Chamber of Commerce (ICC) announced that Brazil began accepting carnets as of June 28th, 2016.

Brazil is the 85th country/territory to join the ATA Carnet system. It is only the third Latin American member country after Chile and Mexico. The National Guaranteeing Association is The Confederação Nacional da Indústria (CNI - National Confederation of Industry).

This is a relief as it is in time for the 2016 Summer Olympics and Paralympics to be held in Rio de Janeiro beginning August 5th. See related article.

Brazil (ISO code is BR) accepts ATA Carnets for the intended uses of:

  • Professional Equipment
  • Exhibitions and Fairs

Brazil will NOT accept ATA Carnets for:

  • Commercial Samples, at this time

The United States Council for International Business requires that all U.S. ATA Carnets be financially secured.  ATA Carnets can be secured with either a carnet bond or certified check in an amount equal to 40% of the value of the General List.  (Note:  Brazil requires a 60% bond. India requires a 55% bond.  Road vehicles exported by a company require 100% security and if exported by an individual require 150%). The security (bond) is held by boomerang carnets® until such time as the carnet is returned and there are no outstanding liabilities pending against the carnet.

 

Note that the Brazilian Customs are currently on strike. Consequently, their offices are opened only on Mondays, Wednesdays and Fridays. CNI is monitoring this issue very carefully to avoid any trouble with the handling of ATA Carnets in Brazil.

Please note of the hours Brazilian Customs offices are scheduled to handle ATA Carnets for the purposes of Customs clearance from Monday to Friday, from 8:00 am until 6:00 pm.
