CIB ATA CARNET ADVISORY
BELARUS: NO TRANSITS TO RUSSIA EFFECTIVE AUGUST 31, 2004
Shortly after Belarus began accepting ATA Carnets the World ATA Carnet Council (WATAC) issued an advisory regarding in-transit shipments. It was distributed to US ATA Carnet Service Providers by the USCIB. WATAC stated,
“...according to a letter from the Belarusian Chamber of Commerce and Industry...temporarily, transit operations to Russia through Belarus under cover of foreign ATA Carnets will not be permitted until further notice….”
The effect of this notification is that, while carnets may be issued for goods going to Belarus, they will not be accepted for transit through Belarus on the way to Russia.
